1) Get a camera that fills your need , not just what others are recommending, for example you should know why you are buying a camera , what purpose would it fill .
2) If you are buying a camera for Loisir(hobby) purpose , you should get a 500$ to 700$ budget camera with one Zoom lens which will help you capture pictures at different focal lengths.
3) After buying a camera , get comfortable with it first , learn everything about it , in it's settings , in it's interface and know what buttons works for what purpose , what are the shortcuts .Juts like you study any of your other gadget.
4) make a workflow for yourself , everybody have a different workflow , that can only be achieved with lots of practice.
5) Using camera continuously with a goal every time you use , that's how I do it at least , it gives me sense of direction to work . For example , I will try to capture pictures with a constant ISO and Shutter speed and play with Aperture settings.
